INTRODUCTION
Recently I spoke at length with the Supervisor at our local Post Office here in Ventura, CA and also with the "only person here" at the Niland, CA Post Office (760-359-3173). What follows is my understanding of what they told me.

1. Mail delivery to any address, once set up, is almost impossible to change. Mail has been delivered in bulk to 10595 Hot Mineral Spa Road for decades and is likely to remain that way.

2. The Niland Post Office has a standing order to deliver mail in bulk to the park and leave it there. It is up to park management to either distribute the mail, or to call the Niland Post Office and have them come and pick it back up. If it is picked back up it will eventually be handled as "Return to Sender".

3. Park management is NOT REQUIRED to forward mail. Management is encouraged to forward mail and that was done for years as a service to the annual residents who left in the summer. It is a convenience for the annual residents but is not legally required by the United States Postal Service (USPS).

4. Bulk mail to the park is delivered in rectangular USPS boxes, not in sacks.

5. The Post Office believes they are honoring requests to forward mail from bulk addresses (like the park) but it is not actually being done. The Niland Post Office confirmed to me that my Forwarding Request (Temporary Change of Address) is on file with them. And I confirmed to them that nothing has been forwarded to me by them this summer, but that all mail addressed to me at the park has been placed in my mailbox at the park and forwarded to me privately by my friend at the spa, as I arranged before I left for the summer.

8. The USPS Domestic Mail Manual (DMM) is available on line at Domestic Mail Manual . The DMM has all the rules for handling mail but I have not yet waded through it. When I learn more it will be posted here.
